The DVSA will not allow any vehicle on test with an outstanding recall.
As such they publish lists of new recalls – The current list is here:

Any recalls should be carried out by a main dealer free of charge, and in fact if you pop in your local dealer with the registration number, in most case’s they’ll be able to tell you straight away if there are any outstanding recalls on the vehicle.
For test purposes once a recall has been carried out I always make sure I obtain a documentation from the dealer confirming that this is the case.
